Care you can trust, in a place that feels like home.
Companionship is the key to a trusted relationship with our caregivers. We don't just help with everyday tasks. We build caring, one-on-one relationships that bigger places simply can't match.
Whether your loved one needs support due to aging, illness, recovery, or rehabilitation, we take the time to get to know them and develop an individualized care plan that fits their specific needs, reviewed with your family, their physician, and our delegating nurse.
Daily services range from supervision and meal preparation to personal hygiene, medication management, and around-the-clock emergency response. No one care plan fits all, and at Stewart Manor, no one is ever a room number.
"We opened Stewart Manor because we believe the people who built this city deserve to age with dignity in it, close to their families, their churches, and the neighborhoods they call home.
I've spent more than twenty years leading healthcare operations for Baltimore's hospital systems. My wife manages projects for the City of Baltimore. We bring that same professional standard home to Woodbourne Avenue every single day, because our residents aren't patients to us. They're family."

Clear levels. Honest pricing.
Every resident is assessed by our delegating nurse before admission, and care is delivered in accordance with Maryland regulation COMAR 10.07.14.
Final rates depend on the assessed level of care and room selection. One private room and two shared rooms are available. Ask about respite stays, long-term-care insurance, VA Aid & Attendance, and subsidy programs during your tour.
We proudly accept the Maryland Community Options Waiver.
Many families don't realize Medicaid can help pay for assisted living. Through Maryland's Community Options (CO) Waiver, the state pays Stewart Manor directly for your loved one's care services at Level 2 or Level 3, while the resident contributes toward room and board from their monthly income.
Stewart Manor is an enrolled waiver provider. We work directly with supports planners, complete the required assessments, and handle the billing with the state, so your family isn't buried in paperwork.
Ask about waiver placementHow Waiver Placement Works
- Eligibility: the resident is enrolled in the CO Waiver through Maryland Medicaid, or applying for it, with a nursing-facility level of care.
- Assessment: their supports planner and our delegating nurse confirm Stewart Manor can meet their needs.
- Move-in: the state pays for care services; the resident pays room and board from their income, keeping a personal needs allowance.
A placement partner who answers the phone.
Case managers and supports planners across the Baltimore region: we know a difficult placement can't wait. Here's what you can expect from Stewart Manor, every time.
Same-Day Response
Call or email a referral and you'll hear back from an owner, not a call center, the same business day. Tours are available within 24 hours, and respite or emergency placement when the assessment fits.
Level 2–3 Acuity Welcome
We accept CO Waiver and private-pay residents at moderate and high levels of care, with delegating-nurse assessment before every admission. And honest answers if a placement isn't the right fit.
